Stop the return of Norman to the city limits of Benton

Shelby was a 10 pound Bichon who was out for one of her daily walks with her owner on a leash according to city laws. Norman, a 150 pound Bull Mastiff, came charging from between houses with intent to kill sweet Shelby and that's exactly what he did while her owner watched in horror and screamed for help. After Norman was chased off by another neighbor who came to help he was left to run the city streets loose for over a full terrifying hour before Benton Animal Control captured him. The owner of Norman did not vaccinate him according to city regulations and also let him out unattended. Shelby was mauled to death with puncture wounds and internal bleeding which happened in a matter of seconds! Shelby's owner does not intend to set out to have this dog destroyed! She is just advocating that the laws need to be changed on what happens to a vicious animal in this city and to make sure this never happens to another dog owner here again. Norman needs to be outside of city limits if he is spared from being put down and marked as a vicious animal. He does not need to be returned to his owner's home where there are 3 different preschools within a one block radius of where the attack happened. We need to make sure the citizens of Benton are protected and Norman is never allowed to kill again! Please sign and show support and getting justice for Shelby!
