On March 23, 2022, Rodney Wayne Phillips, made a decision to drive his truck while under the influence. Rodney had four (4) prior offenses and served time in prison. Unfortunately, Gloria A. Henry would be his fifth offense and victim who would not survive his violent attack. Rodney Wayne Phillips drove up onto the sidewalk violently running over Ms. Henry as she enjoyed her morning walk while listening to her gospel music. Ms. Henry was a two-time cancer survivor, who continued to serve and mentor others while undergoing chemotherapy. A soldier she was. As a retired Warden she dedicated over 40 years of her life changing the lives of current and formerly incarcerated individuals, their families, and the surrounding communities.
She was a pillar in the community. Ms. Henry, believed in second chances. She mentored thousands of incarcerated individuals leaving a positive and everlasting impact in their lives which was evident, 90% of them have become self-sustaining, law-abiding citizens contributing to society today. Ms. Henry took on a role to be part of the solution and not the problem. Those who were fortunate to know her or cross paths with her would tell you she was a loving and gentle spirit who mentored and inspired incarcerated individuals but also those she worked with over the years as well.
We know Ms. Henry, would forgive Rodney Wayne Phillips for taking her life but, as her teachings stressed, forgiveness has nothing to do with responsibility and accountability for your actions or decisions. We want to demand Riverside County to increase charges for Rodney Wayne Phillips. Riverside County, failed society by allowing this four-time offender to strike again violently killing Ms. Gloria A. Henry. The family desires for Congress and the Senate to enact "Gloria's Law" to increase punishment for repeated offenders who make decisions to Drive while Under the Influence (DUI).
