Waiting three years for a green card.

The NVC have set up an interview in Sydney Australia when I have been living in Illinois since 2014. I applied for a USA green card in March 2014, and arrived in Illinois in April 2014. My husband and I have been living here since then. I work, have a permanent residency approval letter, a SSN number and have completed 2 tax returns. We changed our address with the USCIS in July 2014. I have spent over $3,000 since 2014 and am not spending another cent until this is put right! The USCIS has now asked me to do an adjustment of status and pay another $1.000!!! Last time I applied for a green card it took 18 months total. It has been 3 years this time and I still have no green card. All I want to do is become a citizen. I was even told by an airport customs officer that my green card should have arrived 6 months after my arrival in 2014. By the way, I was a permanent resident before, between 2003 and 2006. I had a green card. We had to leave the USA after losing everything in Hurricane Katrina. David and I have been married for 14 years. I need some help. Please sign so I can get this sorted out. Thanks.
