Install tornado sirens and distribute free NOAA weather radios

It seems like violent weather is becoming more prevalent. Just recently, the San Antonio area experienced a line of thunderstorms that produced tornadoes. Our emergency management plan should include strategically-placed sirens and distribution of free NOAA radios with handcranks, rather than relying on home phone lines, Twitter, and Facebook apps. These high tech solutions do not address the needs of our lower income or elderly residents.
