Rehabilitation is said to be the primary goal of the Ohio Department of Rehabilitation and Correction and other penal systems throughout the United States. Who, however, determines what rehabilitation looks like and how is it determined? Legal dictionary online states that "Rehabilitating a prisoner refers to preparing him or her for a productive life upon release from prison." Mr. Marlon Dave, who has been incarcerated since 1999 and should now be eligible to apply for judicial release, has been rehabilitated. He, however, has come against several challenges that have prevented him from making this happen. This petition is to bring attention to his efforts at rehabilitation since his 1999 incarceration. His time incarcerated has allowed for him to see the error of his ways, make appropriate modifications and adjustment, grow from his actions, and prepare for a productive life upon release from prison. He has been the true definition of what rehabilitation should look like. Upon his release he has made it very clear that his mission is to facilitate programs in the very community--Canton, Ohio--affected by the crime in which he was convicted for. He recognizes that he owes this debt to this community and its residents. Programs such as the one he plans to implement will surely impact and are desperately needed in communities like Canton that have seen a steady increase in crimes such as the ones that Marlon was convicted of many years ago. What is needed, though, before any change can be made is for Marlon to be released and allowed to put his plan into motion. Please join with me in reviewing and signing this petition and spreading it to those in the community that may be affected positively by Marlon's release and proposed work in the community.
