Judge Gibney Stop the Training Center Settlement Agreement between the DOJ & Virginia

The Settlement Agreement calls for the closure of 4 of the 5 training centers in the State of Virginia leaving only 75 beds at the Southeast Training Center for crisis intervention. The training centers are home to more than 1018 profoundly intellectually, medically and behaviorally disabled citizens. The families of the residents do not consent and are adamantly opposed to the transition of their relatives to community placements. Training Center staff have agreed that residents are where they need to be to receive specialized care in the least restrictive environment. There is serious concern about the ability of community providers – which are already strained and under-inspected – to provide safe care to current training center residents.
