Put parole violators back in prison instead of letting walk away to commit more crimes.

My story begins with the death of a two year old little girl that was killed by a person out on early parole.  He had a sentence of nine years and served just over two.  He had a list offences and a lengthy career as a criminal.  Even with his history he was allowed to get out early.  He got out in January and by August, roughly two months after dating my daughter, he killed my granddaughter.  She was left in his care and 30 minutes later she was dead.  Prior to her death, exactly 5 days before, I called Oklahoma Court Services to report he had been arrested three times since January and trying to let them know where he was living, but they didn't care nor did they want his address.  Had his probation been revoked and he put back in prison to serve his sentence my granddaughter would still be alive.  Why do these repeat offenders get so many rights?
