Have you traveled through the United States after January 2021, through airports and on airplanes? Besides the repeated public address announcements which promote Covid- safety protocols for social distance and mask mandates, something else is strikingly different, and equally significant.

Families with toddlers and preschoolers are missing.

With the sweep of his Presidential Pen, Joseph R. Biden has obstructed the rights of Americans to see their young grandchildren, and heaped onerous burdens on the shoulders of young families who desire to reconnect with loved ones during the summer, by making it nearly impossible for them to travel on public modes of transportation.

WE RESPECTFULLY ASK PRESIDENT JOSEPH R. BIDEN to instruct the heads of all relevant government agencies, to immediately defer to guidelines from the World Health Organization and UNICEF for the Masking of Children beginning with AGE 6 years, 1 day. 

Recently I traveled with my spouse to a friend's wedding. On the trip home we realized the glaring absence of young families. No strollers in the concourse or parked on the gangway. No car seats tagged for baggage. No little ones on the hip. No parents holding preschool-aged kids by the hand.

Families have instead determined that the only way to obey the recent U.S. Government Covid-19 mask mandate, rather than risk being asked to deplane, or being given fines for "criminal" behavior, is by not traveling to see long-distance families. It doesn't need to be this way.

I'm writing this petition on behalf of all families with young children who are missing their relatives. Numerous are the stories of people who have never held their young grandbabies, due to Covid-era travel restrictions. We have grandchildren. We want to see them in person this summer, bond with them, enjoy togetherness that Summertime usually brings.

Imagine a two year-old. Any two year old you've ever known or raised. How successful have you been in forcing this two year-old to do something against their limited ability to understand, without reminding, reasoning, nagging, bargaining, bribing, pleading, creating a scene, yelling, or causing alligator tears?

Now imagine your government is mandating, by Federal Law -- under threat of fines beginning at $250, up to $1,500, and possible removal from the plane, that your toddler wear a facial covering, over the nose and mouth, for many hours, using this as a possible scenario:

2 hours while moving through TSA and waiting for a flight, plus 1 to 5 hours of air travel, plus 30 minutes at baggage claim, plus riding the shuttle to the rental car facility. Masking a two year old for that many hours on a travel day? If the child is awake and alive? Impossible. If the child has sensory-related health issues? Unthinkable.

The president's January 21, 2021, "Executive Order on Promoting COVID-19 Safety in Domestic and International Travel," imposes an undue burden on families with young children. It mandates the strict adherence to CDC guidelines, REQUIRING THE MASKING OF CHILDREN AGE TWO and up, in:

(i) airports;

(ii) commercial aircraft;

(iii) trains;

(iv) public maritime vessels, including ferries;

(v) intercity bus services; and

(vi) all forms of public transportation as defined in section 5302 of title 49, United States Code.

Here is the relevant Section of the Executive Order where we petition for redress:

"Sec. 2 (c)  Exceptions.  The heads of agencies may make categorical or case-by-case exceptions to policies developed under this section, consistent with applicable law, to the extent that doing so is necessary or required by law.  If the heads of agencies do make exceptions, they shall require alternative and appropriate safeguards, and shall document all exceptions in writing."

Here we suggest wording which allows parents and guardians of children between the ages of two and five the clemency to make a reasonable effort to encourage the children to wear an approved face covering, and removes penalties for failing to achieve total compliance.

From the World Health Organization:

"An international and multidisciplinary expert group brought together by WHO reviewed evidence on COVID-19 disease and transmission in children and the limited available evidence on the use of masks by children. Based on this and other factors such as childrens’ psychosocial needs and developmental milestones,

WHO and UNICEF advise the following:

"Children aged 5 years and under should not be required to wear masks. This is based on the safety and overall interest of the child and the capacity to appropriately use a mask with minimal assistance."
