Detained International started this petition to President Joseph R. Biden and

American citizen, father of two, husband and Houstonian, Zack Shahin, in violation of international norms of justice and the Universal Declaration of Human Rights has been held at Al Awir Jail, in Dubai since 2008.
Zack, was the CEO of Deyaar, a publicly traded company. The Chairman of Deyaar, Dr. Karbash was also the Minister of Finance of Dubai.
Dr. Karbash was charged with financial improprieties that had nothing to do with Deyaar.

As part of the political maneuverings around Dr. Karbash, in 2008, Zack was detained and tortured for 17 days. Zack was then held from 2008 until 2012 with no trial or bail.

In 2012, the Obama Administration was able to facilitate bail for Zack. Fearing for his life after being beaten up within 36 hours of being released on bail, Zack fled to Yemen. Because he had no passport, he was held in Yemen at a black ops site from July 15-September 1, 2008 with full knowledge of the Untied States Department who delayed "making his passport."

Upon receiving his passport, Zack was driven to the airport at Sanaa to depart for the United States. Emirati officials were at the airport and forced Zack at gunpoint onto a plane, taking him back to Dubai.

In 2016, Congressman Dana Rohrabacher, flew to Dubai at the behest of Crown Prince Hamden of Dubai. The Congressman had been told he could take Zack home. Upon arrival, Congressman Rohrabacher was told that the Crown Prince had changed his mind.
In 2017, a decision was handed down by the Dubai Court, that Zack would serve 25 years and pay over 30 million in fines for forgery of a official document and forgery of an informal document. Zack's sentence started in 2016, not in 2008 when he was detained.

Zack was convicted as public employee instead of as private citizen. Public employees of Dubai receive much harsher sentences. Zack was never a public employee of Dubai. The government of Dubai has confirmed this fact in written documents.

Today, due to this illegal incarceration, at 58 years old, Zack has a host of medical problems that include, diabetes, hypertension, heart disease to name a few.
Zack's conviction and sentence are in direct contravention of international norms of juris prudence and international laws.

The fact that a Member of Congress flew half way around the world and was told that he could take Zack homes indicates that Dubai leadership acknowledge what has been done to Zack is illegal and outside of the bounds of agreed upon international norms and laws.
