We call on the Christchurch City Council to

·         Abandon proposals for water charges for Christchurch households

·         Develop a community campaign to reduce water consumption by Christchurch City residents based on responsible water stewardship which would avert the need for costly new water supplies to be developed

·         Implement water charges for all commercial water use in Christchurch and support policies to implement water charges for all commercial water use across Canterbury

·         Make no further investments in commercial irrigation schemes

Background:

Christchurch City Council officials are working on plans for the council to levy “volumetric water charges” on domestic water consumers rather than paying for water through rates. This “user pays” approach (supported by the mayor and some councillors) would increase the rates/water charges burden on low and middle-income households while decreasing the rates/water charges burden on wealthier residents.

Meanwhile unsustainable, environmentally damaging farming practices on the Canterbury plains, which includes the profligate and irresponsible use of water, threatens the well-being of Canterbury communities.
