Dear Premier Horgan
Vancouver General Hospital and vicinity is the premier health care centre for residents of Greater Vancouver and, indeed, for all residents of British Columbia. West 10th Avenue is home to numerous specialty health care facilities that may not be available elsewhere in the Province. It is the Provincial Government’s responsibility that these services are delivered to all British Columbians in the most efficient and effective manner without impediment or interference by municipal politicians. The City of Vancouver has no mandate or authority to interfere in or adversely affect access to these services by residents of British Columbia.
It is therefore patently unreasonable and socially irresponsible that Vancouver City Council has decided to build bike lanes around Vancouver General Hospital and West 10th Avenue without a referendum on this issue. We suggest, in fact, that the City should have obtained the Province’s express consent for this project since the delivery of health care services is constitutionally under the Provincial Government’s jurisdiction. The City claims that it consulted with some of the area residents. Area residents will not be affected like other residents who have to use these facilities since neighbours can simply walk over, and they do not need any parking spaces.
Construction of bike lanes in this area will impair the efficient operation of emergency vehicles. It will deprive patients of parking spaces and impair their ability to access VGH and other specialty health care facilities, especially for the disabled and the elderly.
This petition is a spinoff of our petition to the Mayor and City Council signed by 3500 supporters and still growing (link below), which has so far been ignored by the City. Several elderly and disabled people have contacted us asking if there is any way this construction can be halted. One of them was in tears as she explained that she needs daily treatment at the eye care centre on West 10th and how her treatment would be impaired with the bike lanes. You have the authority and the power to ensure that unimpeded access to health care services in that area is protected from this undue interference.
The recent by-election in Vancouver has shown that the faction dominating City Council no longer enjoys the support or confidence of residents.
We are asking that you stop forthwith the construction of bike lanes around Vancouver General Hospital by executive decree to ensure the unimpaired access to health care services by all BC residents who may need them.
