Call to Action - Regulate and License the Dog Walking Industry

I was walking my dog today at an off-leash dog park/forest in Vancouver when my 6-month-old Australian Shepherd "Mowgli" was attacked by two different dogs within 15 minutes of each other. Both dogs were being walked in a large group, by a dog walker, and both were off-leash. Neither dog walker made any attempt to intervene or separate the two dogs. I had to throw myself between them and I'm very fortunate that neither my dog nor myself sustained any major injuries.
It is, in my opinion, dangerous to the general public to be allowing one unskilled person to care for so many dogs. If something happens like it did today, these walkers are unable to gain control over their aggressive dogs because they have too many other dogs to care for.
I have written to the province of British Columbia and the city of Vancouver to ask that they introduce new regulations and licensing requirements for British Columbian dog walkers and I'm asking as many people as possible to sign this petition so the Province and the City of Vancouver know how we all feel.
Most dog walkers have no training in animal behavior, or dog training and have no clue how to properly care for a group of dogs or how to intervene in dangerous situations. Many do not even pick up after their dogs as I've witnessed almost daily in our park because there are simply too many to care for.
I am not suggesting that we regulate every British Columbian but certainly, if you're walking a large group of dogs I would hope that the Province could step in and do what's right and safe for British Columbians and impose some restrictions and licensing for these dog walkers.
