We the people of the State of Utah, believe that the limitations of allowable guest visa workers in Utah is creating significant economic detriments to meeting the demands of the construction and landscape industries in the middle of a housing, business, and infrastructure boom amid the State’s efforts to prepare and meet demands of growth.

 We respectfully request that the policies be reviewed to reflect demonstrated needs for hires and that limits be raised to meet the current gaps in employment.

 We believe that these workers should have demonstrated and valuable skills that are directly applicable to their industry they are seeking work from. We believe that they must follow the guidelines and supervision and reporting outlined in the guest worker program administered by the Federal Government.

 We also believe that unless these limitations are recalculated to reflect demand, it will directly affect the economy of our State. We are aware of many construction firms, sub contractors, landscaping firms, and landscape contractors who cannot fulfill jobs and deadlines with currently available workers and have a demonstrated need for additional workers.

 The highly competitive market is resulting in poaching of employees from other firms. It is also creating significant increases in labor, which is causing increases in materials and product.

 Finally, we believe that these guest workers through their contributions and efforts should be able to earn an opportunity to become citizens and have their families join them. We would welcome wisdom on the part of policy makers to provide clear guidelines that can be followed to allow a pathway to citizenship through solid employment records, compliance with rules and regulations, and demonstrated value to the companies they work with.
