1.The problem is Johan Coetzee represented the municipality in court, He therefore doesn't qualify to be appointed as a debt collector for them.

2.MFMA is very clear on how municipal finances should be managed and be kept, Johan Coetzee is collecting money as a debt collector, instructing members of the community to pay into a separate private account as opposed to the municipal account which is subjected to the auditor general (Fraud)

3.The municipality has its own full-time employees as debts collectors,by using Johan Coetzee it is to keep them idling but pay them monthly salaries whilist as the same time paying Johan Coetzee as a debt collector (waste of public money)

4.He must be stopped because he harassing the community of Emalahleni no Johan Coetzee no pain in the community.
