Russia is a country of oligarchs and bureaucracy. More than 200 Russians have at least $0.5B in fortune and these are only those whom we know of. There are 450 members in Russian State Duma, 200 members in Federation Council and those are the people who are writing and voting for laws that are the basis for Putin's criminal political regime.

Those people should be the main target of the US and European sanctions. They have to lose all of their money. They have to have no opportunity to leave Russia. All of their property should be seized. They have to be punished for their actions in the harshest way possible.
