There exists a "Fair Usage Policy" so that the user can't use Full Speed Internet after the daily quota is exhausted. But many times the user is not able to utilize daily quota because of low network speed or congestion. In such a case the consumer is not able to enjoy the service for which he has paid in full.

There should be a "Fair Service Policy" under which the unused data should be added to the daily quota of upcoming days valid for remaining month. In this way the customer can use the remaining data whenever he gets in a high speed internet area without the risk of using entire monthly data in one go. 

We as consumers should demand the Service Provider for such a policy because "low network speed" is the fault of the Service Provider and not the consumer.
