Petition Governor Brown to Extend Rent Limit Protection for Counties Affected by Wildfires

Dear Governor Brown:
I live in the County of Sonoma which was devastated by wildfires in October 2017.
Over 5,000 houses in the county were destroyed, exacerbating an already severe shortage of rental housing.
After the fire, Governor Brown declared a state of emergency for the counties of Napa, Sonoma and Yuba, triggering the protections of Penal Code § 396.
Penal Code § 396 prohibits rental housing owners from increasing rent by more than ten percent (10%) of the rent before the declaration of a state of emergency. This protection lasts for 30-days, but may be extended by Governor.
On October 18, 2017, the Governor issued an executive order extending the prohibitions of Penal Code § 396 through April 18, 2018.
The protections of Penal Code § 396 will expire on April 18, 2018, unless they are extended for an additional 6 months by the Governor.
Should Penal Code § 396 not be renewed, renters in Sonoma County and other affected counties will be subject to unlimited rent increases with only a 60-day notice.
Unlimited rent increases will cause disruption to working families who are already struggling to pay the rent, damaging the economy by forcing workers out of the county and maybe the state.
Please consider extending the protections of Penal Code § 396 for an additional 6 months to stabilize the economy in Sonoma county and other counties affected by wildfires in California.
