I would like to thank you for passing the law in regards to juvenile lifers to receive a the chance of parole after serving 25 years. It is the first step of many to rehabilitate offenders and correct the overcrowded prison system.
I am writing this letter and submitting a petition on behalf of my younger brother David Javier Sr. Unfortunately, he did not fall into the 'juvenile' category since his alleged crime was committed at the age 20. The 'average' time served for a murder conviction is 5 1/2 years in California, David is currently serving his 20th year in prison being a 1st time offender.  3X's the California average; almost equal to the amount of time he was a free. David has been an exemplary inmate throughout the time he has spent behind concrete and bars. David has been attending all his groups that would address to his conviction. David was one of many who participated in the softball game for special needs that was played.
I strongly urge that you give David the same opportunity you have so generously given to other young first-time offenders. David could be proof of the state of California's ability to 'rehabilitate' it's prison population as well as decrease the inmate numbers and overcrowded conditions throughout California's facilities.
