STOP Industrial Substation to be Built in the Middle of St Kilda Junction

Residents who live in the St Kilda Junction area should have a right to ensure that future improvements to public transport at the Junction, do not provide more visual pollution.   While St Kilda Junction is a busy thoroughfare, there is plenty of scope moving forward to improve it and make it a great amenity as a gateway to St Kilda Beach and St Kilda Road Boulevard to the CBD.

However, Public Transport Victoria (PTV) intends to construct a substantial industrial power substation in the middle of the St Kilda Road reserve at St Kilda Junction.

The substation will be roughly equivalent to 3 double garages end to end – nearly 100 sq. metres in size and not dissimilar in appearance to a toilet block.

The industrial structure will be smack bang in the middle of St Kilda Junction and will dominate what is now the grassy/treed open reserve. The prominence of the structure will also be an obvious canvas for graffiti.


PTV has failed to engage in any initial community consultation. We also note the Port Phillip Council does not support the location, however PTV is not required to obtain a planning permit for this project.


We understand other sites were suggested and it appears PTV has opted for the easiest way out at this prominent location.


PTV has not acknowledged an eventual Master plan for St Kilda Junction or any sense of orderly planning for the Junction. This bulky industrial substation structure is likely to produce a poor urban design and architectural outcome and would obstruct future potential urban design opportunities which are very much needed for this important gateway to St Kilda and St Kilda Road Boulevard to the CBD.
