Unable to work because of the Sergei Skripal nerve agent aftermath, who pays the workers?

For a week now, and with no end in sight, many shops, local businesses & market traders in Salisbury have been forced to close due to the on-going investigation of the attempted assassination of the Russian Sergei Skripal & his daughter Yulia. Employees are unable to go to work because of this & there is a question to be asked, 'who is going to pay these workers?'. They still have bills to pay, food to buy & rent/mortgages to pay. I used to work in the pub that has now been closed for a week & if I still worked there I wouldn't be able to pay my rent & would probably have to leave my rented house & myself & my children would be homeless. I'm the lucky one as I don't still work there but this is the reality these employees could possibly face. So, who is going to ensure they get paid whilst this investigation is on-going?
