Rights for a any child who has been abused that the abuser is to register on a site so that people are aware of child abusers . The knowledge of knowing the severity of child abuse and age and for people to be aware so that their kids are safe and who to be around even for baby sitting as well. People should not have to pay for records on background checks. This helps so children , their parents , family or anyone who doesn’t want this to continue for innocent children to be hurt. You could also see a map of how close the offenders are to you. Just like a sex offender registry site. Children deserve rights too to be safe from all neglect and abusers, and parents and family have rights to know who to have their children around or watched by. See Caspian’s story and how it has effected the family. How the offender only got 18 months but doesn’t mean he can’t hurt a baby again. We need to take action ourselves nowadays since we don’t have a lot of resources to protect children. Caspians family has waited 2 years and 4 months for justice for his abuser. We as parents and family need rights to be more aware to who are children are around these days!! The story with Caspian it started with a post from Eastern panhandle working fires stating Grant County Co 400 for a 2 year old unresponsive that has fallen from his crib. CPR in progress.  The fathers ex girlfriends boyfriend was at home alone with with the child when this happened. The Grant county Press report states Tommy was indicted on charges child abuse resulting in serious bodily injury, child neglect, and gross child neglect resulting in seriously bodily injury and malicious assault. In January 2017 officers received a call from Grant dhhr to contact about a possible case of severe child abuse. The call was in response to an investigation being conducted to CPS. The investigation involved a 23 month old who had reportly fell from the crib. The child was revived by emergency personnel and taken to Grant memorial hospital for treatment. However upon further investigation, it was discovered the child had multiple injuries in various stages of healing all over his.body. Specifically the baby had suffered a broken nose, a busted ear drum, hemorrhaging around the eyes, and more than 12 injuries to the head. There was bruising on other parts of the baby. According to the report, some of the injuries including those on the head appeared to been caused by knuckle strikes. Medical personnel claimed the hemorrhaging around the eyes was likely caused by strangulation and shaken baby syndrome. The report from the medical responders indicate that they believe the child had been severely beaten. The child was found by first responders in a very dirty diaper, and the couch which he was laying on was also saturated, leading them to believe he had been there for a very long time before they were called. They informed officers that they did not believe the child had fallen from a crib as Tommy Rohrbaugh claimed. Their report indicted that the baby had suffered his injuries for quite some time before stopped breathing  and Rohr sign called for a ambulance. Tommy claims the baby fell from his crib, fell down stairs, and banged into things all the time. Tommy did not have a answer for cps when why it taken so long. 2 years later he finally got time for jail and was only sentenced 18 months. Although everyone knows that this is not long enough time for a child who can’t defend for themselves they should have to be on a registered site as a Child Abuser that anyone could look up easily for easy convince. Just because it happened once doesn’t mean it couldn’t happen again to another child. Being more informed and knowing what your dealing with or who you’re dealing with, with a click of a button then we all can somewhat prevent people who are known for abuse to keep our kids away from people like this.
