WHEREAS the Jefferson County community recognizes that the Board of Education’s current Pandemic Recovery Plan Draft Resolution continues unnecessary COVID-19 restrictions that will continue educational and social-emotional harms to our children by abdicating more oversight and control of these restrictions to local public health as well as creating an environment of segregation and social stigmatization by requiring coercive policies that eligible unvaccinated students and staff must wear masks. NOW, THEREFORE BE IT RESOLVED that the Jefferson County Community puts forth in solidarity this petition for this revised Pandemic Recovery Plan 3.0 that is an evidenced-based and common sense based resolution that appropriately incorporates the balance of benefit and harms and acknowledges individual risk tolerance and the inherent risks of all activities of life. RESOLUTIONJEFFCO PUBLIC SCHOOLS PANDEMIC RECOVERY PLAN 3.0 WHEREAS, the Board acknowledges that the effects of the pandemic as well as the educational modifications made by Jeffco Public Schools impacted the educational growth, mental health, and wellbeing of many Jefferson County students; WHEREAS, the Board affirms its firm belief that providing in-person instruction by a highly skilled, caring educator is the best means for achieving the organizational mission to provide a quality education that prepares all children for a successful future; WHEREAS, data from the 2020-21 school year shows insignificant intra-school transmission of COVID-19 among students and this Board is aware of other state practices that maintained in-person learning without sacrificing the health of students; WHEREAS, scientific data has shown that combined with immunity from natural infection, widespread adult vaccination has played a significant role combatting the pandemic by decreasing overall cases of COVID-19 in our schools and community, and safely enables both pre-pandemic educational and athletic/extracurricular practices for students and staff; WHEREAS, the Board recognizes the Superintendent is developing a Pandemic Recovery Plan for the 2021-22 school year and this Board desires to provide guiding instructions based on science to inform and steer that work considering the calculation of the balance of benefit and harm that considers the evidence that COVID-19 hospitalization rates and deaths in K-12 students are extremely rare yet the unintended consequences of loss of in-person learning and athletic/extra-curricular activities over the past 2 academic years has resulted in immeasurable harms and has resulted in suicide becoming the leading cause of death for children over the age of 10 in the state. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of Jeffco Public Schools, that the Superintendent’s Pandemic Recovery Plan 3.0 will be based on this calculation of balance of benefit and harm and will include removing mask and vaccination mandates, discontinuing all screening and contact tracing practices, and ending all future out of school quarantines for students. BE IT FURTHER RESOLVED that the Superintendent will provide a remote learning program for families who desire a remote learning environment for the 2021-22 school year if that best fits their individual risk tolerance; Adopted, signed and approved this 6th day of June, 2021.
