“The Child Mind Institute reports that half of all mental illnesses occur before the age of 14.”  Currently, one in five students needs some sort of mental health treatment or intervention; and professionals in schools are generally not only the first contact with a student in need but also find themselves acting in the capacity of a first-line of defense.

Two legislative proposals are currently sitting on the Texas House Floor - H.B. 1335 establishes school-based behavioral health centers which will be funded by a grant administered by Health and Human Services Commission, rather than the Texas Education Agency and H.B. 1468 establishes a task force to examine the effectiveness school counseling programs provided for students in public schools and reports the findings.  This task force will be established for a one-time purpose and will be disbanded when the task is completed.

With half of mental illnesses occurring before the age of 14, it is imperative that school districts have the capability to establish school-based behavioral health centers in their areas.  Behavioral health centers will provide a safe place for students to seek professional counsel and support when facing personal and academic situations that they may not feel comfortable discussing with their parents and peers. Taking a more proactive approach to addressing the mental health needs of our children will ensure a more productive future for all of us.
