I want to lower the nicotine in cigarettes,e-cigs,patches etc.)

my brother (and many others) are suffering from cigarettes. 448,982 people have died this year from cigarettes. 11,468,327 cigarettes have been smoked just today. people are suffering not just the people who inhale the nicotine, but bystanders too. Janet Woodcock (and also the FDA) please help me on my mission.
