Sandra Harmon started this petition to James Randal Hall Chief United States District Judge -United States District Court Southern Georgia

Hon. Judge Randall Hall

Please open your heart and mind, to affording Justice and Mercy in the case of Rodney Lorenzo Scott and Terrance Stanton.   As a Judge, I want to believe that you are aware of the inequities to include systemic racism with respect to the prosecutorial process that exists with men of color, especially African American men within the Judicial System.   Lead Prosecutor Cameron Ippolito was barred from practice in your judicial circuit, as a result of her character flaws that resulted in unethical behavior that violates the Model Rules of Professional Conduct for Lawyers. Her character is innate.  You all discovered that her character is rogue, and she is not allowed to practice in your judicial circuit, for the Southern District of Georgia. Please do not assume that her innate behavior will somehow disappear.  A leopard doesn't just change their spots.  Again her character is innate.  Please don't ignore the victims resulting from her rogue character.  The victims are human beings.

Cameron's behaviors and overall character is reflective of her educational environment, in which African Americans appear to have been isolated and absent from.    Her insensitivity in treatment, bias, and what appears to be disdain, and failure to recognize African Americans as human beings i.e the multiple life sentences for non-violent crimes, and using her education to manipulate and orchestrate schemes to initiate charges against African American males, for the sole purpose of having them placed in jail for lengthy sentences away from their families without any regards, as if African American are animals, and their life doesn't matter. It's unrecognizable to her.   Her character is also reflective of her lack of exposure to African Americans during her adolescent and university years.  She attended Mountain Brook High School, in Mountain Brook Alabama a school with 1,059 students with a racial breakdown of White:95.6%, Two or more races: 1.7%,  Hispanic:1.2%, and college at the University of Virginia, in the infamous Charlottesville area, known for racial division.

It is without dispute that African Americans are more likely than white Americans to be arrested; once arrested, they are more likely to be convicted; and once convicted, and they are more likely to experience lengthy prison sentences. These racial disparities result from disparate treatment of Blacks at every stage of the criminal justice system, including stops and searches, arrests, prosecutions and plea negotiations, trials, and sentencing. Moreover, racial disparities in sentencing result in part from prosecutors’ decisions and actions leading to the initial charging stage.  In the case of Rodney Scott and Terrance Stanton, the lead prosecutor was rogue.  She had a character flaw of being dishonest, and doing whatever it takes to win a case even if it requires the use of false and misleading information being submitted to a tribunal.   The character of the lead prosecutor in this case was clearly flawed, and the analogy that a "leopard doesn't change it's spots," is appropriate in this case, with respect to the innate character of the Lead Prosecutor in this case.  Racial bias has been known to affect the exercise of prosecutorial discretion, and in this case the actions of both the Prosecutor and her investigators creating words to supplement inaudible text, using witnesses that themselves faced convictions and were at the mercy to give testimony in accordance to the Lead Prosecutors position for leniency, combining a group of men that most were unknown to each other to make up a fictitious drug ring, with only evidence that appear to have resulted from the lead prosecutor orchestrating crimes, that never made it to fruition (that never took place); so she and her investigators engaged in overt misconduct by adding information to the transcripts for the sole purpose of what the prosecutor has a history of doing---sabotaging a case using false and misleading information not for the purpose of seeking justice, but for the purpose of winning a case at any cost-- engaging in unethical conduct.

Furthermore data from the references below suggests that there are racial disparities in prosecutors’ exercise of discretion in seeking sentencing enhancements under three-strikes and other habitual offender laws.*1  For instance, a 1995 legal challenge revealed the racially biased role of prosecutorial discretion in the application of Georgia’s two-strikes law. Georgia prosecutors have discretion to decide whether to charge offenders under the state’s two-strikes sentencing scheme, which imposes life imprisonment for a second drug offense. They invoked the law against only 1 percent of white defendants facing a second drug conviction, compared to 16 percent of Black defendants. As a result, 98.4 percent of prisoners serving life sentences under the law were Black.

We are respectfully requesting of your honor to take in consideration the previous sent petitions by the Mother of Rodney Scott, the Wife of Terrance Stanton, and Maternal Aunt of Rodney Scott, and this subsequent petition to render justice and mercy, and just reflect if  this was your son, nephew, or relative and the lead prosecutor behave in such manner- and place yourself in the position of myself as Aunt, my sister as parent, and as a wife-- Rodney & Terrance are human beings too.  They have families.  They each have children that need to be provided for.  It's a struggle for Terrance wife to raise and provide for their multiple kids.  It's a struggle for Rodney's mother to take on his kids because the mother lost custody of the children and refuses to be in her own kids life.  Myself as an aunt, I am worried about both my nephew and his friend getting the coronavirus and dying early.    Please!!!!!!  Have mercy, in Jesus name, I pray.  Please!! Release both Rodney Scott and Terrance Stanton, immediately in this case, and dismiss the charges, or in the alternative release them with a ruling of time served, with charges created by the Lead Prosecutor to be expunged from their criminal record.
