Investigate the claims of taxi drivers not paying income tax!

Many Americans take on the responsibility of paying their taxes because social programs rely on them to operate. Poor people in America suffer because your common taxi driver is most likely not paying income tax!
We have heard complaints from San Francisco taxi drivers over credit card transactions because of a 5% rate they pay on their credit card transactions. The real reason is that if the San Francisco Cab Driver accepted credit card transactions, there would be a paper trail for the tax collectors to determine how much income the taxi driver is making. Therefore the San Francisco taxi driver is opposed to a back seat terminal that would track their rides and sales, because of fear of being discovered and having to pay taxes on their income they make as a driver.
I am calling on the Internal revenue service and California Department of Revenue to investigate taxi drivers and taxi companies i the city of San Francisco to determine whether the appropriate tax is being collected by these some of 5000 drivers. We are losing millions of dollars each year that go unreported by drivers who feel entitled to all of their earnings without sharing. The average driver claims to make only about 25,000 per year, but this is untrue and most are making well above 40,000 a year.
Please do not delay start collecting these unpaid taxes from taxi drivers!
