Nobody should own a horse without permanent facilities to cater for it.

Too many Horses in Ireland are found is such as distressing state that the only solution is euthanizing them, Just the other day a tiny pony was used in Cork to bait Dogs. Travelers have used horses as sulkies, a form of transport , They collide with traffic and the rider runs , no owner, no insurance, your out of pocket and worse the animal is injured. In kilkenny one such sulky was rode to his death when he hit a pole a speed, all fled from the scene leaving the Horse to die of his injuries. Ownership of horses required responsibility and facilities , If you don't have facilities to house and graze the animal you should not have it. The animal should require by law a yearly medical as so many are neglected by owners. It should not be acceptable in this day and age to graze a horse tied up on a footpath. We are allowing these animals to die in fear of offending a tiny culture who claim this is their heritage. It's just crazy.
