Insurance for Children with Special Needs from Private Insurance Companies

Dear All, 

Insurance companies in US are bound by the Patient Protection and Affordable Care Act which came effect from 2010 which states the following for insurance for children with special needs. 

Under this Act Children cannot be denied enrolment or coverage because of pre existing condition. Health Insurance cannot rescind coverage regardless of the cost or amount used by the child and have to provide insurance to children upto the age of 26 who are non eligible for employment, they can stay enrolled in their parent policy. 

When the US can make it compulsory for Insurance companies to accept children with special needs which is defined as under : 

Those who have or are at increased risk for a chronic physical, developmental, behavioral, or emotional condition and who also require health and related services of a type or amount beyond that required by children generally.

Then why can't IRDA , Goverment of India make it compulsory for the same companies that have tied with Indian companies here in India. 

On behalf of all special children in India, I appeal to the Government of India and IRDA to enforce a similar law here in India that will allow parents to add their child into their insurance policy.
