A bi-partisan bill is being introduced into the Iowa House of Representatives this session, January 2021. This bill provides a realistic, intensive look into the rehabilitation of people currently serving Life With Out Parole sentences in Iowa upon their application for commutation. This bill allows for a committee, selected for their knowledge in areas of human behavior, prison behavior, work ethic, values and compassion, social appropriateness, ability to take directions, respect for authority, family/social ties and support, and overall character qualities, to do deep research into the inmates behavior, treatment accomplishments, psychological attitudes and changes, mental health issues, social appropriate values and his/her ability to be self-supporting should s/he be grated commutation.  The committee would then submit said report to the Board of Parole and to the Governor. This report would provide much needed information to both the Parole Board and the Governor about the inmate's appropriateness for commutation. Lifers are granted an honest, realistic second look under the law, this bill would greatly improve the Parole Board and Governor's ability to make a fair and comprehensive recommendation either for or against commutation.


Further, should the Governor not act on the recommendation made by the Parole Board within a reasonable period of 90 days, the commutation application would go to a district court judge for decision, thereby ending inaction on the part of the Governor’s office.


We, the undersigned believe this committee is a much-needed addition to the Iowa law, and would provide crucial information to the Board of Parole and to Iowa's Governor.  We implore you to consider the need of this legislation and sign this petition, giving lifers a thorough second look and chance at commutation.
