Currently, it is not mandatory to test rape kits in the state of Iowa, this means that thousands of rape kits are left untested in law enforcement and crime lab storage rooms each year. This is an atrocity that leaves victims feeling helpless and the policy objectives listed below would increase public safety, make it easier to identify and charge criminals, and allow for retribution for victims and justice to be served. Promoting justice in the state of Iowa ought to be a priority for the entire legislature. Sexual predators are often serial offenders and, commit on average 7 rapes. This non-partisan issue deserves attention, and by implementing the reforms below can help identify criminals sooner and save lives.  

1. Test all unsubmitted rape kits: Require all unsubmitted rape kits in the state of Iowa to be tested within 180 days. 

2. Test all new rape kits: All hospitals notify law enforcement within 24 hours of collection; law enforcement to pick up the kits within 72 hours and submit them for testing within seven days; and labs to test kits within 30 days. 

3. Track all rape kits: Develop a statewide database to track and store information for survivors to check the status of their kit. 

4. Establish victims' rights: Grant all victims rights to be notified about their results and advanced notice about the destruction of their kits. 

***These are suggested policy proposals. I am not an expert on this issue or medical professional, but from my research and understanding after discussing with experts there is a need in Iowa and these suggested proposals will fill some of the gaps. To say the above is perfect and only solution is not the case, but opens up the discussion and the Iowa legislature needs continued pressure and we have the ability to let them know what is important to us as voters.
