Intramuros, the Walled City, is an interesting place of historical significance. Nowadays, many institutional buildings are present inside the walls of the city. Colleges like Mapua Institute of Technology (MIT), Pamantasan ng Lungsod ng Maynila, San Juan de Letran and Lyceum of the Philippines now stand inside the Walled City. Rather than taking a walk everyday, most of the students take a pedicab to arrive quickly at their destination. Pedicab or padyak is a Pinoy version of a cycle rickshaw and is one of the most common modes of transportation inside the Intramuros area aside from E-Tricycles and kalesa. Approaching Intramuros, you will already see a line of pedicabs that are all painted in olive green colour, where pedicab drivers wait to get passengers. But prices here are different from the ordinary fare, which is between eight to ten pesos.
The rates and fare set by the Intramuros pedicab drivers are unfair and require serious attention. The drivers can change the prices immediately if they want like. For instance, when it is rainy season, the fare is two to three times higher than the minimum base fare, which, for a single journey ride, is already twenty pesos. This is quite expensive for just a three-minute pedicab ride, especially for students like us. We found out that the Intramuros Administration issued a statement on Twitter in the year 2015 that the fare approved by their Administration is only twenty pesos. But the pedicab drivers did not comply. Apart from this, there is no fixed rate for pedicab rides to other areas of Intramuros. For this reason, some pedicab drivers take advantage of those who are not familiar with the place.
The expensive and unfixed rate being charged by the pedicab drivers of Intramuros, however, may still be solved. In this regard, we wish to address the issues by proposing the following:
(a) the Intramuros Administration should require pedicab drivers to give a 20% discount to student passengers; and
(b) the Intramuros Administration and the Manila Tricycle Regulatory Office should issue a fare matrix guide to be provided to all pedicab drivers that ply the route within Intramuros. This fare matrix shall be posted or hanged in all pedicabs. In this way, the passengers know how much exactly they should be paying depending on their destination. Aside from this, it will also ensure that they will not be taken advantage of.
