The 1909 Boundary Waters Treaty  provides principles for Canada and the United States to follow in using the waters they share. 
The International Joint Commission prevents and resolves disputes between the United States of America and Canada under the 1909 Boundary Waters Treaty.

We wish to have them consider the Aquatic Life, including Walleye spawning grounds in all decisions relative to setting water levels of Lake Saint Lawrence.

We have been advised they have many considerations, such as Shipping, Home Owner Flooding upstream in Lake Ontario, Hydro, etc.  However, they do not consider the ramifications of higher/lower water levels on aquatic life.  I would suggest they require someone like a Research Scientist from the River Institute on their Board!
