Russia has started an illegal war against its neighbour and it is using, without restraint indirect fire weapons that impact in civilian areas, kill civilians, damage and destroy infrastructure - including hospitals - and deny citizens basic freedom of movement.

Russian forces are targeting Ukraine civilians with cluster bombs, conventional munitions and thermo-baric weapons.  This is a gross violation of human rights.  Furthermore, Russian military commanders ordering and coordinating these strikes do so in full knowledge that the order and subsequent effect on civilian populations is a violation of International Law, the Geneva Convention and the Law of Armed Conflict.

Ukrainian civilian population is being denied basic safety and freedom of opportunity.

Part of the solution is to identify, name and prosecute all Russian politicians and military commanders involved in the chain of command - in particular the field commanders
