Find a way to research whales in a non-lethal way

The Institute of Cetacean Research claims for their research that they must, "some indispensable data have to be collected by lethal means, which simply cannot be obtained by non-lethal means. JARPA II is therefore a combination of lethal and non-lethal research." The lethal research would be internal organs, etc. If Japan can't find a way to conduct research on a non-lethal scale, then they shouldn't be killing whales for all these years that they have. Whales are a very precious animal and don't deserve to be killed just for a countries research.
