Freedom Estates, a privatized military housing community, located in Sheppard AFB, TX does not currently have any toddler swings to accommodate the residents. Residents are not allowed to hang their own personal toddler swings in their community per the resident guide and Freedom Estates staff will issue citations to residents who do. When approached with the solution of installing toddler swings in the community common areas such as the playgrounds, the Freedom Estates office stated that residents are welcome to buy their own swing set but have to get it approved using appropriate documentation. If approved, this would have to be installed in the backyard of an individual’s residence. Not only is this more expensive to an individual resident, it does not benefit the community as a whole. The goal is to have toddler swings available to the community.
