Another two gruesome cases of rape surfaced in the past week, in which a 25-year-old woman has been charred to death in Hyderabad, and a 6-year old child was strangled with a school belt in Rajasthan. How many more innocent lives have to be lost before this barbaric insanity is put to an end?                           

When incidents like this happen, we primarily tend to blame the victim for the dress she wore or the time she chose to go out. But these attacks were utterly unprovoked like every other. Its a shame on us that as a society, we repeatedly failed several women of this country, from 6-month old infants to the 60-year olds.

Brutal crimes like these not ceasing to occur in spite of amending rape laws and setting up fast track courts following nationwide protests sparked "six years ago" in support of Nirbhaya should make us question these reforms. It is definite proof that the measures taken by the government appear to be shallow & superficial and are failing to fulfill its most essential duty of protecting the life and dignity of citizens.

As a nation that is home to 500 million women and reports around 106 rapes per day(while many go unreported), rapes are rampant in our country though blatantly ignored, and the government needs to bring radical changes in delivering swift justice to the victims and instill fear among the perpetrators.

As a part of this petition, I propose the following:

1.Immediate Action: Impose the penalty of "death by hanging within a week" on every rapist, when convicted with substantial proofs.

2.Short-term Plan: Nirbhaya Fund-an Indian rupee 10 billion corpora announced by the Government of India in 2013 is sparsely utilized, according to a recent statement made by the Delhi High Court. Utilize these funds to:                                                        - Organize hackathons and competitions to build devices/ products/ apps for the safety of women & children. Challenge India's brightest and innovative minds to tackle crime using technology. With half of India's population being under 25, Indian youth is a powerful asset.                                                                                       - Make "self-defence and gender sensitization" classes a compulsory part of the Indian education curriculum.

3.Long term Plan: The government should come up with plans to reform the sluggish system of delivering justice that has been plaguing the country for decades. As of July 1, 2019, 3.53 crores of cases are pending across all courts of India. One step might be to tackle the formidable challenge of a shortage of judges and police forces. Create more law schools(akin to what the IITs are for engineering), provide stipends and encourage students to take up law as a profession. A vast country like India needs more effective law & order than that is existing.

Instead of dictating women of this country how not to get raped, let's also focus on teaching the men of this country not to rape. Let's not wait to protest for stricter measures until another mother, daughter, sister or friend of someone is lost or subjected to physical and emotional torture for no fault of her'sBecause right now, in India, rape could happen to anyone & anywhere, and this has to end!
