As per the Standard Procedure at all LPG bottling Plants, for all market returns,  a Market Return Report is prepared by the Floor Officer in atleast two copies, which is jointly signed by the Transporters representative also. The copy of the same is provided to the Transporter so that there may be no malafide additions or deletions to the document and to take the necessary steps so that systems and procedures are improved for the future.

At Mathura Bottling Plant, NO copies of the Market Return Report  are given to the Transporters. Some deductions are NOT posted in SAP with ERV, but debits are made subsequently, without any supporting documents. 

There is a strong indication that the documents have been manipulated afterwards with a malafide intention and debits are raised to cause undue financial loss to Transporters, who are running the tenders despite heavy losses due to increase in expenses not being covered by periodic escalation in rates.

IN THE INTEREST OF JUSTICE, KINDLY REVERSE ALL DEBITS MADE TO THE TRANSPORTERS ACCOUNT, WHERE COPY OF MARKET RETURN REPORT WAS NOT PROVIDED TO THE TRANSPORTER AT THE TIME OF RETURN OF THE TRUCK TO PLANT AND POSTING OF ERV IN SAP.
