Gang rapes ( involving 2 or more perpetrators ) should be treated more heinous crime compared to normal rape laws. Hence we need more stricter law for that. 

Gang rapists are exploiting the loop holes in the law to get away scot-free. We need speedier trials and stricter punishments for gang-rapes. We need stricter laws which will deter people from such heinous crimes. 

We need to explore laws like,

1) 'Chemical castration' of those involved , if culprits are identified  beyond doubt with DNA tests and witnesses

2) Speedier trial with special courts, with no bail for involved.

3) 'National Sex offender' databases like in US and other western countries
