Aaadhar should not be mandatory for NRIs filing Tax Returns

In the new Finance bill Indian Finance Minister, Mr. Arun Jaitley has made Aadhaar card compulsory for filing IT returns.
For persons of Indian Origin, residing abroad, it is not possible to get Aadhaar card without visiting India. The NRIs also have to submit for biometric and iris recordings, such as finger prints and eye ball recordings, apart from producing basic identity documents.
Your PAN card will become invalid if you don't link it to your Aadhaar by July 1, 2017. So do we all stand to become tax evaders then?
NRI's,without Aadhar cards, cannot file income tax returns and would have to lose any refunds that they are eligible.
Also, there is a fine of Rupees 10,000 for late filing of Income Tax return.
So it is imperative for NRI's to visit India just for getting Aadhaar card before filing the IT return.
I request the Finance minister to exempt NRI's to have Aadhaar card for filing IT returns or make arrangements to accept online applications for Aadhaar.
The government has through other mediums also made Aadhaar mandatory for getting a new mobile connection and a driving license.
This will also make it difficult for NRIs visiting India to get mobile connection during the period they are awaiting Aadhaar card.
