Transform indian Judicary! Reduce no of cases being filed.

I want to propose a simple idea to bring down no of cases being filed in Indian courts.
one of the biggest problem in enforcing contracts, property related litigations, rental litigations,civil or any other litigation between two entities exist due to unregistered contracts between two people and people thronging to courts questioning the integrity of unregistered documents, or if there is a oral understanding between two people.
Now, why is that people not get any piece of paper registered in sub registrar office.?
High stamp duty charges, definately is one cause imposed by diffrent state govts in India.
Complex charges mazes and diffrent sections and difficult to understand and implement sections.
Actually if you see that what's the role of sub registrar or what's the role of registry?
Does it guarantee ownership ? ABSOLUTELY NO.
IT JUST MAKES THE ANY PIECE OF PAPER BETWEEN TWO PEOPLE PUBLIC.AND ADDS INTEGRITY TO THE PAPER SO THAT EITHER OF THE PARTY INVOLVED CANT DENY the authenticity of what's written in it.
So with advancement of technology available like scanners and adhaar linking and finger prints and retrieving of documents it's much easier now than ever to scan ,store, manage and retrieve registered documents.
Irrespective of its sale deed or mortgage deed or contract between two people or piece of paper.
Why can't govt just impose one fixed cost say 1000 RS per document or any x rs .( Irrespective of what's written in it)
This service of registry is just to maintain scanned papers in a third authentic space of govt.
And make process so simple that , that for small small things like contract of employment , rental, sale,purchase,partnership, etc etc u name it becomes so cheap and easy to get registered.
Imagine if this happens, if charges becomes so minimal and process becomes so easy ppl are getting everything registered. The amount of cases dropping in courts.
And govt and can find alternate avenues to fill in budget deficit caused due to lowering stamp duty and registry charges.the amount of documents being registered will multiply and can probably fill in govt coffers.
One best example is change of ownership of vehicles.
Vehicle is also asset.
Charges are fixed and very minimal I guess less than 500 or 1000/-
Regional transportation authority acts as registrar there.
It's cheap and easy to get vehicles transferred, so where are the disputes in ownership of vehicle?
Here instead of vehicle(which is also asset) keep a piece of land and instead of RTA keep sub registrar office and imagine, how this can transform our system.
