Current Scenario :
Alumnis of various Institutes of National Importance (IITs, NITs, SPAs (Engineering/Architecture), AIIMS (Medicine), IIMs (Management), NLSs (Law), Humanities, Arts, Commerce, Other fields) donot have the access to institute libraries once they clear the programme they are enrolled in. Some institutes offer no access, some require special permission to access, others have paid access subscription system.
Proposed Change and its Reasoning:
Due to the convergence of various disciplines, cross referencing of published resources is essential for learning. The learning does not stop after clearing a programme. It is a continuous process. The access to institute library should be continued (infact expanded further to other skill verticals) even after the end of the programme a person is enrolled in. This should also incorporate access to libraries in other verticals. Eg- An engineering alumni should be able to access and cross reference the library of a Law institute.
Hence a National Library Access System (NLAS) is proposed, initially for the Institutes of National Importance(INI), where current students as well as alumni can have complete access to learning resources in the connected libraries. This would be a paid subscription system. This system can work as a model and later can be extended to all universities and colleges, creating a National Library.
