Implement Safety and Navigation Representatives in Los Angeles Public Transport

The Issue

Los Angeles has one of the largest public transportation networks in the United States, serving millions of riders every year. However, as an international student  and woman in Los Angeles, I often find myself feeling unsafe and lost while using the city's public transport system. 

I want the City of Los Angeles Department of Transportation to hire a representative at minimum wage for each public bus and metro compartment.

The benefits of this would be:

  1. Higher Employment: With an unemployment rate currently standing at 5.20% as per U.S Bureau of Labor Statistics (BLS), providing these new job opportunities could make a significant difference. Implementing program would help employ over 7250 people at minimum wage.
  2. Booming Revenue: The city of Los Angeles would generate higher revenue for the public transport department due to increased rates of Tap Card purchases. By increasing the 2$ fee by just 1$, the City of Los Angeles Department of Transportation could not only cover the costs for hiring these representatives, but also make a profit with the increase in public transport users that this change would bring.
  3. Better Environment & Lesser Traffic: Increased feelings of safety could lead people to ditch their cars for buses and trains. This shift would mean fewer cars on the road, translating to cleaner air and less traffic congestion, both of which contribute significantly to pollution. 
  4. Safety: Having a Safety and Navigation Representative in each train compartment and bus can reduce the risk of crimes, substance abuse, and nuisance on board, making it a safer and happier experience for travelers.
  5. Easy Navigation: Employing Safety and Navigation Representatives can significantly improve safety, ease of navigation, especially for people with disabilities, and boost employment rates.
