Impeach Judge Tiffany Baker-Carper Now: She Freed Pedophile Who Murdered 5-Year-Old Missy

The Issue

We, the Caldwell Institute for Public Safety, alongside the people of Florida and concerned Americans nationwide, stand with Florida Governor Ron DeSantis and Florida Attorney General James Uthmeier in urging the Florida House of Representatives immediately begin impeachment proceedings against Leon County Circuit Court Judge Tiffany Baker-Carper for her reckless decision that directly contributed to the horrific murder of 5-year-old Melissa “Missy” Mogle.

In April 2025, Daniel Spencer — a convicted child predator — was found guilty after a one-day trial in an unrelated underage sex sting for attempting to meet a 15-year-old girl for sex. He appeared before Judge Tiffany Baker-Carper immediately after his conviction, while awaiting sentencing. Prosecutors urged the judge to revoke his bond and take him into custody right away because of the danger he posed to the community. Judge Baker-Carper refused. In open court, she stated he had “no violent criminal history” and had been out for an entire year with no violations. She allowed him to remain free on bond pending sentencing.

Just one month later, in May 2025, Spencer and Missy’s mother tortured and murdered little Missy. This tragedy was 100% preventable.Judge Baker-Carper’s decision was a dereliction of judicial duty that cost an innocent child her life and betrayed public trust. Governor DeSantis and Attorney General Uthmeier have rightly called this a “miscarriage of justice.” Missy’s Law — eliminating bond for dangerous convicted offenders between conviction and sentencing — is now law, but it is not enough. Judges who ignore public safety must face real consequences.

This is part of a dangerous national pattern:

  • In North Carolina, Ukrainian refugee Iryna Zarutska was stabbed to death on a Charlotte light rail by a man with over a dozen prior arrests who had just been released on cashless bond.
  • In Virginia, Stephanie Minter was brutally stabbed at a bus stop by a man with more than 30 prior charges — including violent offenses — after prosecutors repeatedly dropped charges and let him walk free. Soft-on-crime policies have repeatedly failed families in cities across America.
  • • In New York, 83-year-old Air Force veteran Richard Williams was shoved onto subway tracks and killed by an illegal migrant with 15 prior charges who had repeatedly been allowed to remain on the streets.

Florida has always stood for law and order and protecting the innocent. We refuse to allow activist judges to put children at risk. The Florida Constitution gives the House the power to impeach. We call on House Speaker Daniel Perez and every member of the Florida House to immediately initiate impeachment proceedings against Judge Tiffany Baker-Carper. Two-thirds of the House can and must vote to impeach and suspend her from the bench. Then, let’s send it to the Senate for trial to ultimately remove her from office and disqualify her from holding future office.
