Support prisoner that has been incarcerated over 13 years for accountability

Accountability is a law put in place to deter anyone from helping a person before or during the commission of a crime. However, the state has grossly misused this law in particular, by charging a person with accountability for simply knowing about a crime. I'm supporting this prisoner as well as others prisoners in a similar situation. Prisoners with no priors that have received harsh sentencing for crimes they did not commit , but are given years for accountability.
Arthur has a full time job in prison, attends school, mentors, achieved different skills such as, forklifting, wielding, electrical work, and plumbing. Arthur displays good behavior and uses his time wisely to prepare himself for transitioning to the outside,
Arthur as well as other individuals similar to him should be given an opportunity to earn good time through meritorious based system in order for them to gain their freedom based on the merits of them showing they are actively rehabilitated, and ready to transition to the outside world.
I feel prisoners like this are not a threat to society. I also feel this will impact my community, and others by creating a cost efficient avenue to help reduce prison population and lower the percentage of former prisoners committing more crimes and returning to prison. I'm gratefully asking for your support to help Arthur and other inmates like Arthur regain their freedom, and reunite them with their love ones. Help give them the opportunity to transition from the inside to the outside and become law abiding citizens.
