Hi neighbours & friends,

Thank you for looking into our petition re: the proposed development of a Children's Centre - Fern Street, Black Rock.  We are not opposed to a development like this, just the location and lack of investigation into the local impact, safety and serious traffic concerns.

Our key concern is the greatly increased risk to safety for community members and children and parents using the centre, due to substantially increased traffic volume and parking congestion.  

Bayside Traffic Management Plan is inadequate - it has not addressed the following  important safety issues:

Fern Street is the only entry/exit point for vehicles for the 78 households ( 200+ cars, boats and trailers) and the Sports Club in the surrounding enclosed street network.

Fern Street consists of only 2 lanes and is therefore too narrow to accommodate the projected traffic load.   It is not the width of 3 traffic lanes as stated in the Traffic Management Plan.

The Traffic Management Plan has overlooked including projected increased vehicle ownership in the next 2 -10 years:

· elderly residents homes are being replaced by 2+ car families

· resident teenagers/children owning cars in the future increasing car ownership per household

The TMP has also underestimated the number of current resident cars along with Childrens’ Centre parking requirements which will further exacerbate the safety problems.

Fern Street intersects with Bluff Road as a splayed intersection with Potter Street.  This intersection is already hazardous and will be more unsafe with the Childrens’ Centre traffic.

Council has reduced the required number of car spaces from 19 to 14, based on the the Traffic Management Plan’s error that there is sufficient on-street parking in the surrounding streets

Insufficient on-site parking will result in the majority of Children’s Centre vehicles  parking in Fern St and surrounding side streets. The increased congestion and reduced visibility will be dangerous to parents and children getting in and out of cars, other drivers and pedestrians.
