Let Sub-Sahara African Researchers Have Affordable Access to IEEE Content
This petition had 131 supporters
We are what we read. The majority of researchers from resource insufficient countries in Sub-Saharan Africa (SSA) cannot afford access to research content in IEEE repositories. Thus their research quality and visibility suffers. Interaction with the IEEE community is also minimal.
The lack of accessibility extends to fewer researchers from SSA publishing in IEEE journals and conferences. This means, the IEEE community is also denied access to potential innovative solutions for global challenging problems from engineers and scientists in the SSA.
This is yet another digital dividing wall that separates developed and developing countries. Could it be that most of the remaining challenges in energy-efficiency, cyber security, materials, etc., are not yet solved because of the 'access denied' brain power from SSA researchers?
SSA has been very successful in harnessing technologies like mobile banking (M-Money), to proportions not seen anywhere. The richness of tangible and intangible resources makes it a mine well of research activities and ideas for a better world.
Give SSA researchers AFFORDABLE access to READING and PUBLISHING in IEEE databases; and tap into a wealthy of untapped innovative mindsets to participate in solving global challenging problems.
