Yes, excavation, loading and transport of the coal ash will become airborne. Yes, inhalation of fine particulates causes or aggravates respiratory ailments which health experts know worsen the impact of COVID-19. When the excavation takes place (at a safe time), all precautions should be taken, including spraying as the removal proceeds. Trucks should be covered. Both the state and community reps should be continuously take videos to document cases where there is evidence for coal ash being airborne. Monitoring if possible. I have several friends who were denied respiratory protection while cleaning up the Kingston coal ash spill. They were told they could eat a pound a day, but now they have incurable diseases attributable to coal ash exposure. My community, too, is fighting to ensure we're not poisoned by airborne fly ash dust or contamination of our drinking water reservoir from TVA's Bull Run Steam Plant's coal ash.
