Dear Mr. Karim Khan,

Over the past eleven years, Venezuelans have experienced a crisis of state, resulting in 5.6 million people leaving the country, with violence, food insecurity, and a failing healthcare system for those unable to leave. In March 2019, the U.S estimated that 94% of Venezuelans live in poverty, a number that is likely much higher today in 2021 due to inflation and the crashing value of the Bolivar. Venezuelans experience enough hardship with these statistics alone. This does not include the regular violence and crimes against humanity committed by the regime. 

The Organization of American States published a report in December 2020 reaffirming a 2018 report regarding the crimes against humanity committed against Venezuelans. The investigation showed that the quantity and severity of these crimes had increased since 2018, due to increasing turmoil and scarcity of basic living essentials. The report detailed hundreds of acts of torture and enforced disappearances, as well as 15,501 cases of arbitrary detention and 18,093 cases of extrajudicial execution. Rape and sexual violence have been used as a weapon and as a method of torture. 

These numbers, and the crimes they are associated with, are unfathomable. 

Without pressure applied by the international community, the perpetrators of this harm will continue to act with impunity. International justice is not recommended but required to prevent further harm to Venezuelans. 

Mr. Karim Khan, it is our understanding that you have recently taken office at the ICC. We implore you to prioritize Venezuela as you begin your term as prosecutor, and restore justice as those before you have failed to do. July 5th is Venezuelan independence day, but Venezuelans are not free. Without intervention, by the end of the decade there will be nearly 10 million Venezuelan refugees, a third of Venezuela’s total population. We need to offer support to Venezuela, and there is no better time than the present.
