I am directing the Salton Sea Authority Board of Directors to select Imperial County as Project Management in charge of the Desert Shores Channel Restoration Project and object to any consideration of TetraTech as Project Management for this Project. The Bureau of Reclamation entered into a $1.25 million contract arrangement with the Salton Sea Authority for start up and completion of the Desert Shores Channel Restoration Project. Stipulated in that contract was that Imperial County would be the Program Manager for the Desert Shores Project. The Salton Sea Authority has unilaterally floated the idea of hiring TetraTech to be the Program Manager for the Desert Shores Channel Restoration Project without any consultation from the local community and in direct violation of the existing contract between the Bureau of Reclamation and the Salton Sea Authority. There has been a 20 plus year relationship between TetraTech and the Salton Sea Authority to which no on the ground Projects have been successfully completed as to my knowledge. The Salton Sea Authority hired TetraTech to complete the Torres Martinez Wetlands Project which after over 2 years is still not fully operationalwith no completion date in site. 
We cannot and will not let this same fate happen to the Desert Shores Channel Restoration Project. We have come too far to see monies allocated to the Project used unwisely. 
It is up to the West Shores Community to enforce the contract between the Bureau of Reclamation and the Salton Sea Authority to make sure that Imperial County remains the Program Manager throughout this entire process and hire the most qualified local talent available for construction, surveying, well drilling, permitting, and any other necessary requirements to complete this Project in a timely manner and on budget.
