This “ramp” as it is, should have never been designed in the fashion it was. This is Interstate 10 going through Baton Rouge and should not have been designed to slow down to 35Mph, which it does. It has been built to merge with I-110 traffic as a one lane road. This causes undue traffic backups during morning and afternoon commutes. This has been happening since it was built, around 1968. 
Thirty years is way too long to be putting up with this poor design.
